PLUS Cup Hall Mărăşeşti organized for children at Day Care Center

Within Mărăşeşti Celebration was organized a football competition entitled „PLUS Cup.” This competition was attended by 100
beneficiaries of the Day Center Mărăşeşti subordinated
of the Town Hall. PLUS Cup aims social inclusion of ethnc roma children through
sport and combating discrimination, which is a tool for dialogue and collective contribut
ion to changing attitudes in society.

The event was held on August 5, 2016, and the participants have evolved by age groups: children between 7 and 10 and 10 to 13,
young people 18-25 years old.
The occupants of first, second and third position from each age category received prizes in medals and cups.
Each participant received a certificate of
the participation event, a jersey, shorts, leggings and a ball. PLUS Cup was organized in partnership
with the County
Football Cup Vrancea, which provided the necessary logistics of the competition.

This event was possible thanks to the Town Hall Mărăşeşti managed to obtain additional funding under the „Opportunities to
integrate children and young people at risk in community Cartier New City Mărăşeşti, Vrancea County”, in which it was organized
also this tournament.

This project contributes to reducing economic and social differences separating these vulnerable groups from the rest of society by:
continuing to provide counseling services for disadvantaged children and their families, guidance, advice and assistance, training programs
for secondary
beneficiaries (parents) Workshop sewing, organizing PLUScup, exchanges, study tours for professionals etc. The authorities
have proposed th
at throug this project to help more than 180 people.

 

 

Accessing PLUS

UAT Mărăşeşti filed application form PLUS no. IS-18-PLUS / 25.11.2015 of the project“Opportunities to integrate children and young people at risk from the community “ Cartierul Nou” inMarasesti, Vrancea county. By Addendum no. 3 / PLUS / 22.04.2016 to the financing contract no. 16L / EEA / 10.11.2014, UAT Mărăşeşti received grant PLUS Financing Facility.

As the result of the unfolding process of reallocation of funds through financing facility PLUS and following the approval of the OP applications PLUS, within the conditions of this Addendum and the CFP, it increases the maximum amount of the grant awarded by CFP sum of 335,840.07 lei, of which 85% of additional grant funding comes from the EEA Grants and 15% public co-financing is included in the grant.

PP partners assumed by application PLUS additional activities that are parts of the project and undertakes to implement these activities.

PLUS project continues to support underprivileged families in enforcement efforts to improve the situation of children and young people at risk. New social facilities created / developed will provide direct services to vulnerable groups of children and youth.

PLUS project will involve the community in the process of improving the situation of children and young people at risk, will provide an adequate response risk of social exclusion and contribute to reducing economic and social differences separating these vulnerable groups from the rest of society through:

– Continuing to provide counseling services for children and their families, mentoring, advice and assistance;

– Training programs for parents as secondary beneficiaries;

– tailor shop;

– PLUS Cup organization;

– Exchange of experience;

– Study visits for professionals.

The results of the project „Opportunities to integrate children and young people at risk from thecommunity “ Cartierul Nou” in Marasesti, Vrancea county.

Activity 1

Establishing the team management, implementation and organizational activities

By Disposition no.1113 / 12.08.2014 issued by the Maire of Marasesti town was established the date of signing the financing contract of the project management team. Available as annexes were drafted job descriptions for project coordinator, accountant and procurement specialist and was established workload. According to article 3 of the Disposition was set as time sheets must be signed by the coordinator of the project was developed . In the same time it was mentioned the work program, it was evaluated the the working base for the good functioning of the project. It was not necessary to sign labor contracts as the project management team consists of staff of U.A.T.

By Disposition nr.397 / 04.30.2015 was established team of project implementation. Enclosures disposal were drafted job descriptions for team members, it was established workload and its work program.

Activity 2

Conduct acquisitions
Procurement of services: a) the acquisition and technical drafting. They were contracted design services (project preparation and technical details) by contract no. 167 / 01.06.2015 service provider being selected SC CERT PROJECT SRL. Explanatory note have been prepared, offer invitations. The acceptable offer was submitted by the SC CERT PROJECT SRL. It was drafted the minutes of reception services. b) purchase service site inspector. They were contracted services site inspector. They have been prepared essay of necessity explanatory note on the estimated value invitations comply submission and acceptable offer was submitted by the PFA Lupu GHE.VIOREL. c) Financial acquisition audit service budget line no. 8; They were contracted auditing services. They have prepared the report of necessity explanatory note on the estimated value, tender invitations. And comply with acceptable offer was submitted by the SC Contexpert SRL Focsani. d) Acquisition beneficiaries service training (initial course -Operator input, validation and data processing) It was contracted service training beneficiaries . They have prepared the report needed, justification note , the estimated value, the invitations tender, specification. Proposals were submitted by Romanian Business School of Chambers of Commerce and Industry section and Braila and Romanian Business School of Chambers of Commerce and Industry, Vrancea branch. And comply with acceptable offer was submitted by the Romanian Business School of Chambers of Commerce and Industry, Vrancea branch.

  1. e) acquisition of the catering service

It was contracted catering service

They have been prepared, internal rules on the methodology of the procurement procedure of a service included in Annex 2B, the report of necessity explanatory note on the estimated value, the invitations tender, specification.

  1. f) Acquisition, accommodation and food service (organized trip)

It was contracted an accommodation and food service

They have prepared internal rules on the methodology of the procurement procedure of a service included in Annex 2B, the report of necessity explanatory note on the estimated value, the invitations tender, specification. And comply with acceptable offer was submitted by the SC EUROTRANS SRL.

  1. g) Acquisition rental service bus / coach.

It was contracted rental service bus / coach

They have been prepared essay of necessity explanatory note on the estimated value. And comply with acceptable offer was submitted by the SC FAVIMAR TRANS SRL acquisition of accommodation and food service and transportation service were completed as planned acquisition .These two acquisitions were stipulated in the ongoing social activities.

Performed necessary material acquisition activity “Spring Competition “ (custom shirts, participation certificates, medals), No.5 budget line . Performed purchase trees and flowers, No.5 budget line. Transport fuel procurement organization No estimates -line study visits. 2. They have been prepared essay of necessity explanatory note on the estimated value and grade control 2.3 Acquisition constructions. In order to accomplish the construction works commenced procurement procedure (direct purchase) . Necessary materials by drawing essay was drafted explanatory note on the estimated value, specifications, tender invitations. Following evaluation by the evaluation committee was established as the accepted technical and financial proposal submitted by SC CONSTRUCTION SA Tecuci Thus completed works contract.

Activity 3

Implementation of the modernization

Conforms to the works contract, the manufacturer has made the modernization of the Day Center, works that were concluded on 23.09.2015.

Day center modernization included the execution of intervention works (repair or replacement) on some components of the building, the interior finishes and interventions on thermal installations, electrical and plumbing to enable the smooth functioning of activities Day Center. The works consisted of: repairing the roof structure, replacing existing external joinery PVC joinery and double glazing, external thermal insulation, repair of electrical, heating and plumbing, changing floors, washable in all spaces. To carry out the works they e used only materials and equipment approved corresponding provisions in terms of quality standards . The works were made at a rate of 100%. A disposition was issued appointing committee . Invitations were prepared at the end of the work. A certificate was issued by ISC Vrancea which testifies that The Town Hall has turned legal quotas due ISC investment objective modernization Day Centre was prepared .A final report on supervising in the investment objective developed by SC CERT general designer PROJECT SRL FOCSANI. A work completion acceptance was made to the investment objective ,, Modernization Day Centre,no. 2, Zorilor Street Marasesti town , Vrancea county ,, resulting Minute of 12.10.2016 nr.20921 reception.

Activity 4

Promotion project

Throughout the project development project was secured coverage in this respect while providing transparent, clear and accurate information to the project. Conduct this plan is based on communication and promotion of the project using tools such as: website, press releases, leaflets, labels, support materials, events (performances, exhibitions etc.).

It Was organized on the 27 th of February 2015 a press conference at the beginning of the project in which they distributed 25 custom pens, folders release 25, 25 flyers

  • It was drafted at the conference to launch the project on 02.27.2015, a press release on the project and periodically in the local newspaper, information on the project.

It was developed and distributed promotional materials, it was made a billboard project that has been placed in a visible place.

Performing starting on 01.16.2015, a special page on the website of UAT Mărăşeşti and they have published information on the project.

Launching the objective achieved, on the 16th of October 2015, IT was organized a local event attended by media representatives besides the local community, direct and indirect beneficiaries of the project and representatives of local authorities. There was a performance with children, beneficiaries of the project, under the guidance of educators at the Day Center. And on this occasion they were distributed promotional materials.

During the project implementation it was carried out monitoring and evaluation of communication and promotion project monitoring and reporting resulting reports.

Activity 5.1.
Social organization of the activities of the project Activity completed as RI2 This activity was done working procedure during project implementation it was developed job descriptions for project implementation team members , termination of employment for campaign activity lecturer “ future begins with you ! “ and weekly program , it was conducted selection of beneficiaries ( 20 youngpeople and 40 children ) , it was drafted records of beneficiaries.

Activity 5.2.

Support children to school integration

The activity was conducted over 11 months, from Monday to Friday between the hours 09.00-11.00 for children learning in the afternoon and in the range of 14.00 – 16.30 for children learning morning being realized with the support of their staff engaged in the Day Center ( teachers : Pavel Lenuta ,Gogu Otilia si Mioara Popescu ). The number of children beneficiaries is 40 . This activity was intended to prevent school dropout and increasing interest in new knowledge of beneficiaries by: educational activities (homework vacation , individual activities to recuperate school where beneficiaries have gaps), networking with professionals responsible for reintegration beneficiaries in the school.

In order to monitoring school activity they were requested school situations of the beneficiaries.

Every Friday they were held working meeting attended by members of the implementation team, management, professionals from the project.

Activity 5.3.

Counseling services for children, youth and their families

Psychologist engaged in the project, Ms. Adriana Arghire conducted psychological framework program of activities in the project (proposed topics were conducted by age group) . The guidance content and counseling programs are flexible and adaptable to the needs of beneficiaries, the community needs and society as a whole.

Beneficiaries acquire knowledge and skills that will help them become responsible actors and contribute to school life, community, family, group of friends, to transform learning activities in an ongoing process to create the future – which implies taking role responsible.

Initial plans were developed simple, on education and its evolution, targets have been set to achieve.

Activities conducted under this reporting period:

1.Mode ,, Developing the skills to use the information in learning. Information management and learning;

  1. Differential diagnosis of learning difficulties;
  2. Criteria for analysis of information related to educational offerings and finding a job.
  3. Letter of Intent – a tool for promoting the candidate argues his personal interest and justify its candidacy for a post office, customized for each station.
  4. Debates on Skills Development ,, use the information in learning. Information management and learning.
  5. Learning the skills of exploration and career planning.
  6. Practice management skills of a quality lifestyle.
  7. Learning the skills of career exploration and planning

Activity 5.4.
IT course

Initiation course Operator input validation and processing, COR code 411 301, was achieved within 60 hours to 20 hours of theoretical training, practical training 40 hours starting on the 30 th of April (date of acquisition contract) . The supplier service was Romanian Business School of Chambers of Commerce and Industry, Vrancea Branch. The course was conducted during theperiods of June, July, August , every Friday between 15.00-20.00 hours. Beneficiaries of the 20 courses were young. After graduation beneficiaries were issued graduation certificates with national recognition issued by M.M.F.P.S. and M.E.C.T.S. In the performance of its beneficiaries have studied: • Operation and efficient use of a typical PC system; • Use, operation and adapt the user interface; • Management areas of memory and files; • Use of the Internet as a source of information and communication platform; • Understand and use of the elements of a web page; • Surfing the WWW; • Use email; • Ensuring the safety data / documents; • Presentation of Microsoft Office; • Presentation and use Microsoft Office Word; • Create a spreadsheet, build a chart based on data from a spreadsheet.

Activity 5.5.
Laboratory of non-formal activities, extracurricular

Through the activities of non-formal education area, it is proposed to provide children and young people to develop a number of important competence. Astfel, was intended to develop the skills of young children and understanding of cultural diversity, accountability, work team, planning, organization and coordination. Beneficiaries activity are the 40 children and 20 young people. • Campaign “ future starts with you !” : Through this campaign they keep track of the activities of awareness of efficient energy, water savings, selective collection of waste, preventing pollution of air, soil and water, planting seedlings, educational activities for training communication skills, knowledge and entrepreneurial technical (eg. manufacturing of decorative everyday objects and using recyclable materials and promoted an exhibition of sales). Through the lecturer hired by the project, Ms. Anghel Lavinia activity was held every Thursday between the hours 13.00-16.00, with the participation of 20 young people. • Ideas such as tailoring workshop in which children will learn to use sewing machines and create objects, stimulating creativity participants. The activity tookplace over 12 months, every Monday, between 11.00-14.00 zone with the support of their staff engaged in the day center (2 teachers, 1 psychologist) with the participation of children. • Workshop Painting Workshop Fantasy generically called ,, _____________________,,: In implementing activity was monitored active participation of beneficiaries and stimulate their creativity. The activity was carried out during the six months, every Tuesday, between 11.00-14.00 zone with the support of their staff engaged in the day center with children’s participation. • The promoter of the project (UAT Mărăşeşti) organized within the activity ,, Laboratory of non-formal activities, extracurricular ,, a trip that was organized over a period of two days with final destination the Brasov city. Project promoter organized within the activity ,, Laboratory of non-formal activities, extracurricular visited the theater with the 20 young beneficiaries of the project.
The results of the project ” Opportunities to integrate children and young people at risk from thecommunity “ Cartierul Nou” in Marasesti, Vrancea county by PLUS application until the present :

– They were made part of the procurement procedures in accordance with the timetable Grant

– It was realized ” Spring Competition ” .

Territorial Administrative Unit Mărăşeşti as project promoter concludes the grant agreement no. 162 / 10.11.2014 for the project ,, Integration opportunities for children and young people at risk in the community “Cartierul Nou”, city Mărăşeşti, Vrancea county, funded under the Programme RO10 local call ,, Children and young people at Risk and local and regional initiatives to reduce national inequalities and social inclusion ,, programme run under the Financial Mechanism of the European Economic Area (EEA) 2009-2014.

In the project activities, we have organized the event called <<Spring Cros>> . The activity aims to prevent marginalization of Romani childrens and those from disadvantaged socio -economic, social inclusion and combating discrimination, being known that sport is an instrument of dialogue and contribute to changing attitudes in society collective. The event was held in early June, each participant received a package with different products, occupants of first, second and third place being properly rewarded .

Territorial Administrative Unit Mărăşeşti as project promoter concludes the grant agreement no. 162 / 10.11.2014 for the project ,, Integration opportunities for children and young people at risk in the community “Cartierul Nou”, city Mărăşeşti, Vrancea county, funded under the Programme RO10 local call ,, Children and young people at Risk and local and regional initiatives to reduce national inequalities and social inclusion ,, programme run under the Financial Mechanism of the European Economic Area (EEA) 2009-2014.
The program RO10 Children and young people at risk and local and regional initiatives to reduce national inequalities and promote social inclusion aims to improve the situation of children and young people at risk through active involvement in their evolution parents / guardians, service providers, the community in general and the initiation / piloting of innovative measures in the field of social inclusion.
Local call addresses the specific needs of Rom people by supporting measures that target children and young people at risk living in communities in rural or urban areas with a population numerically relevant Rom. It focuses on improving access for children and young people at risk in formal and non-formal. The amount allocated for local call is 5,176,451 euros.
Operator Program is Romanian Social Development Fund (RSDF) and Partner Program is the donor states by the Council of Europe Directorate of Democratic Citizenship and Participation.
Objectives
Developing the skills and abilities of a total of 20 young people at risk, to improve access to the labor market by organizing training sessions, mentoring, counseling and assistance in finding a job within a period of 12 months.
70% Increase awareness among Romani families and the local community on the importance of education, by initiating and carrying out an information campaign and education, over 12 months.
Increase by 80% the level of access to services tailored to the needs of children and young people at risk through upgrading and equipping a multipurpose center day over a period of 18 months.

The project budget is 840,888 lei from the Grand EEA and 85% co-financing from the state budget 15%.
